Confidential — Executive Summary for the Minister
RSPNG — One Vehicle, One Record, One Standard
Papua New Guinea's first unified vehicle safety, inspection and sticker-compliance platform
Prepared for: The Minister for Transport·Prepared by: Waphill Limited (Implementing Agency)·Platform: RSPNG.com·Status: 90% built — ready for an 8-week trial·Date: August 2026
1. The Headline
Waphill Limited has already built RSPNG to 90% completion. It gives every vehicle in Papua New Guinea one trusted identity — linking registration, insurance, roadworthiness and safety sticker in a single, checkable record across MVIL, the RTA, inspection stations, police and owners. Only a few tweaks and full testing remain before an 8-week trial can prove it.
| The one-line pitch | A phone in every officer's hand turns every plate capture into an instant, evidence-backed compliance check — no paper, no phone calls, no guesswork. |
| What makes the Minister stand out | PNG becomes the first country in the region to unify vehicle compliance on a single digital platform — self-funding from Year 2, saving K2.8M and 14 months versus dedicated hardware. |
| The ask | Endorse an 8-week trial (K1.42M, fundable by MVIL/TPA/PIP) and immediate national rollout on acceptance. |
2. The Problem — In 30 Seconds
- No single record: registration, insurance, inspection and sticker data sit in separate paper silos — no shared key, no quick verification.
- Stickers can be faked: paper stickers are forged, copied, backdated or swapped between vehicles with no reliable detection.
- Unsafe vehicles stay on the road: failed inspections are not tracked to reinspection; overdue servicing is invisible to the regulator.
- Police are blind at the roadside: no real-time way to check a plate, sticker or driver licence — enforcement depends on paper and memory.
3. The Solution — At a Glance
- One trusted identity: every vehicle gets a single record combining registration, CTP, inspection, sticker and service status — checkable by any officer, any citizen, in seconds.
- Auto-detection of offenders: the instant a plate is captured — by an officer on a phone or a fixed camera — the platform checks the RTA plate register, sticker validity, sticker-to-vehicle match (fraud), MVIL registration/CTP, driver licence and service status, and returns an instant verdict. A human officer decides the action.
- Unforgeable stickers: QR-coded, cryptographically signed, tracked from factory to vehicle — forgery and backdating become detectable for the first time.
- Vehicles actually get serviced: automatic service-due detection, a full servicing workflow, and an RTA cross-fleet audit view turn 'hope they service it' into 'we can see who hasn't'.
- Centralised RTA registers: every number plate and driver licence issued by RTA is in one authoritative register — stolen, fake, suspended or expired plates and licences are flagged instantly at any scan.
- Mobile-first (Plan B): runs on standard phones, starts immediately, works offline-first — no dedicated hardware to procure.
- Multi-channel alerts: compliance reminders and road-safety broadcasts reach every owner via WhatsApp, SMS and Facebook Messenger — even on a basic phone without data.
4. What Is Already Built (90% Complete)
This is not a concept — it is a working platform. The following are live or near-complete today:
- One vehicle identity — plate + VIN + owner, single compliance view.
- Sticker stock control — full batch ledger from RTA receipt to activation or void.
- Anti-fraud integrity — locked inspection records, QR-coded stickers, affixing photo evidence.
- Closed-loop defect management — automatic notices, reinspection deadlines, overdue tracking.
- Auto-detection engine — instant compliance verdict on every plate capture (mobile + fixed camera), GPS-tagged evidence, human-gated action recording.
- Centralised plate & licence registers — national, traceable, flaggable at any scan.
- RTA fee collection — driver licence issue/renewal/reprint and plate issue/replacement/change, routed to RTA through a tamper-proof ledger.
- End-to-end servicing workflow — request → RFQ → quote → booking → job card → invoice → payment → certificate.
- Unified Compliance & Renewals dashboard — one colour-coded view for every owner; automated 30/14/3-day alerts.
- RTA cross-fleet Service Compliance Audit — regulator sees every fleet's service status at a glance.
- Fleet operations suite — fuel, drivers, trips, DVIR, inventory, incidents, predictive maintenance, multi-user team access.
- Public vehicle check — any citizen verifies a vehicle by plate number.
- Built-in reliability — self-healing, anomaly detection, circuit breakers, offline-first.
- Multi-channel notifications — every expiry reminder and road-safety broadcast is delivered via WhatsApp, SMS and Messenger.
5. The Money — Self-Funding From Year 2
The platform pays for itself. The revenue it generates for RTA and the platform together exceeds the annual operating cost from Year 2 (2028) onward — so operations are funded from platform-generated revenue, not a competing line appropriation.
| Annual operating cost | K1.84M / year |
| Revenue generated at full ramp (Year 5) | ~K26.2M / year (RTA K8.5M, stations K16.6M, platform K1.1M) |
| Year revenue first exceeds cost | Year 2 (2028) — K2.63M vs K1.84M |
| Revenue vs cost at full ramp | 5.2× (K9.6M vs K1.84M) |
| 5-year total revenue vs 5-year operating cost | ~10× (K71.8M vs K7.3M) |
| Saving vs dedicated hardware (Plan B) | ~K2.8M and 14 months |
Funding Ask
| Stage | Funder | Amount (PGK) |
|---|---|---|
| Complete build (final 10%) + 8-week trial | MVIL / TPA / PIP | 1,420,000 |
| PIP national rollout (capital) | PIP | 4,090,240 |
| Recurrent operations (from Year 2) | GoPNG / platform revenue | 1,837,000 / yr |
6. The Impact — Quantified
| Road crashes involving unroadworthy vehicles (Year 3) | ≥ 15% reduction |
| Stolen / fake / cancelled plates detected at scans (Year 3) | ≥ 2,000 / year |
| Active plates in the centralised RTA register (Year 3) | ≥ 95% |
| Active driver licences in the centralised RTA register (Year 3) | ≥ 95% |
| Fleet vehicles serviced within due window (Year 3) | ≥ 90% |
| Sticker batch reconciliation variance (leakage) | ≤ 0.1% |
| Fleet compliance admin time | from hours per week to minutes |
7. The Decision Sought
The Minister is asked to:
- Endorse the minimal 8-week trial (K1.42M, fundable by MVIL, TPA or PIP) with fixed gates and acceptance criteria.
- Endorse immediate Plan B national rollout on trial acceptance — production from Month 3.
- Note the platform is self-funding from Year 2: operations are covered by platform-generated revenue (RTA statutory fees + platform commission), not a competing appropriation.
- Note the platform reinforces — and does not displace — the statutory roles of MVIL, RTA and police; every enforcement action requires a named officer's decision.
Top Risks — All Mitigated
| Risk | Mitigation |
|---|---|
| Data-sharing delays (MVIL/RTA) | MOU signed at trial start; integration validated live before rollout. |
| Sticker stock leakage | Full lifecycle ledger, batch reconciliation, affixing photos, immutable audit log. |
| Trial fails acceptance | Fixed gates with independent assessor; rollout only on sign-off. |
| Recurrent funding not sustained | Self-funding from Year 2 — 5.2× operating cost at full ramp. |
